Commissary Operations

Orange County Jail Commissary

Purpose: Commissary Operations is a profit-based, highly automated unit responsible for managing inmate funds and providing products to inmates. It also funds the Sheriff’s Inmate Welfare Fund for vocational and educational programs.
Product Offerings: Approximately 140 items are available, including:
- Personal care (hygiene for hand and body)
- Hair care products
- Snacks, nuts, and chips
- Beverages and candy
- Food items
- Stationery supplies and greeting cards
- New items are introduced regularly in the “Introductory” category.
- Welfare Packs: Inmates with a balance of less than $3.60 can order Welfare Packs, which include hygiene and stationery items.
- Order Frequency: Inmates may order and receive commissary up to twice a week, with deliveries made weekly from Tuesday through Friday.
- Staff and Operations: A team of civilian employees processes around 140,000 orders annually, generating over $4.2 million in sales.
- Stamp and Envelope Orders:
  1. Purchase directly from the commissary using an order slip.
  2. Have friends or family order from the USPS website and mail directly to the inmate.
  3. Receive directly from an attorney or Public Defender’s Office.
    - Inmate Funds Management: Inmates can request transfers of money from their property to their commissary account by submitting an Inmate Message Slip to the cashier. They can also request account balance information this way.
    - Order Delivery Issues: Delays may occur if funds are added after orders are processed or if an inmate is transferred to another facility. In such cases, the order will be delivered at the next scheduled delivery.

Stationary Items

Additionally, inmates can purchase stamps and blank envelopes either through commissary or have them sent directly by family, friends, or legal representatives.
